Meet Our Board of Trustees

Deborah Feldman
Board Chair & President
Deborah Feldman is president and chief executive officer of Dayton Children's Hospital. Previously, Debbie served Montgomery County for 30 years and was County Administrator for 15 years. She has helped lead the Homeless Solutions 10-Year Plan, the Out-of-School Youth Taskforce and Dayton-area economic development projects. In addition, she chairs the Montgomery County Family and Children's First Council. Debbie has a BA in political science from Miami University and a Master's of Public Administration from the Maxwell School at Syracuse University.

Chanel Winston
Trustee
Chanel Winston, is a native Daytonian with a BA in Organizational Management and Global Communications from Wilberforce University and a Master's of Science in Education and a Master's of Arts in Theology, both from the University of Dayton. Active at Mt. Calvary Missionary Baptist Church where her husband is pastor, Chanel works tirelessly to support children and those experiencing homelessness and hunger. Formerly, Chanel worked as the Director of Medical Student Services with Wright State University Boonshoft School of Medicine and the University of Dayton where she helped lead student leadership programs and diversity initiatives. Chanel frequently presents at conferences and workshops on diversity, inclusion and equity education.

Monica Jones
Trustee
Monica Jones is the Assistant City Manager with the City of Beavercreek. She brings over 15 years of experience in the public sector, all at the local government level. In her current role, she ensures smooth operations across several departments, including Beavercreek Parks, Recreation & Culture, Human Resources, and the Beavercreek Golf Club. Before joining Beavercreek, Monica spent 11 years with the City of Dayton, where she led and assisted on projects like the City’s SOCHE internship program, Opportunity Zones, and the Dayton Recovery Plan. She has also contributed her leadership to the Huffman Neighborhood Association and the Dayton Sister City Committee. Monica earned both a bachelor’s degree and an accelerated master’s degree in Public Affairs from Indiana University at the Bloomington campus.

Anissa Lumpkin
Vice Chair
Anissa Lumpkin has been serving the U.S. Air Force for the past 16 years, including active duty and reserve time. Holding key positions as an engineer and acquisitions program manager, she worked on several programs including Warfighter Training & Simulations, Join-Unmanned Combat Air Systems, Long Range Strike Platforms and the Small Business Innovation Research program. Anissa currently is the Air Force Research Laboratory (AFRL) Legislative Liaison where she serves as the primary liaison between members of Congress, state and local elected officials, and AFRL senior staff. A proud graduate of Tennessee State University, Anissa earned a Bachelor's of Science in Aeronautical and Industrial Engineering and a Master's of Science in Public Administration from Central Michigan University. Anissa volunteers for multiple important causes in the Dayton community.

Dwan Wilkes-Tarrance
Trustee
Dwan Wilkes-Tarrance is a high-school educator with 30 years of experience working alongside Dayton Public Schools faculty and leadership teams. She specializes in progressive classroom management and grading, peer mentoring, advising and organizational strategies within the classroom. Dwan also has been a salon owner for more than 25 years, experience she uses to educate young people about entrepreneurship and business management. An influential force among educators, Dwan uses her positive attitude and tireless energy to encourage others.

Brian Heitkamp
Secretary/Treasurer
Brian Heitkamp is the chief executive officer of onMain, a partnership between Premier Health and the University of Dayton to redevelop the 38-acre former Montgomery County Fairgrounds site in Dayton, Ohio. Brian also serves as the University of Dayton's Assistant Vice President for Real Estate Management. Prior to these roles, Mr. Heitkamp was the President of CityWide Development, a non-profit organization with a mission to strengthen the City of Dayton through strategic economic and community development. Mr. Heitkamp is also an active community volunteer and a board member of the United Rehabilitation Services of Greater Dayton, Finance Fund, Urban Research Park Advisory Board, PNC Bank’s Community Development Advisory Council, and Holy Angels Finance Committee.

Malcom Keith
Trustee
Malcom joined the Board of Trustees in 2023. He was appointed by the City of Dayton.
